The newly signed National Identity Management Commission (NIMC) Act 2026 has introduced major changes to Nigeria’s identity management system, especially for Nigerians living abroad.

Newsonspot reports that it being signed into law by President Bola Tinubu, the legislation repeals the old 2007 NIMC Act and establishes a stronger legal framework for the country’s national identity system.

The new law makes the National Identification Number (NIN) a mandatory requirement for accessing several government and financial services, while also strengthening data protection, digital identity, and measures against identity fraud.

Easier NIN Registration for Nigerians Abroad

For years, many Nigerians in countries such as the UK, Canada, the United States, the UAE, Australia and other parts of the world have struggled to obtain their NIN because of limited enrolment centres and lengthy processing times.

Under the new Act, NIMC now has the legal authority to expand its operations internationally by partnering with accredited global organisations. This is expected to lead to more certified NIN enrolment centres overseas, quicker processing times, and improved access to NIN services through Nigerian embassies and consulates.

Although the rollout will happen gradually, the legal backing for international expansion is now in place.

NIN Is Now Compulsory

The Act makes the NIN a legal requirement rather than an optional identity document.

A verified NIN is now required for:

Passport applications and renewals.

Immigration services.

Operating Nigerian bank accounts.

Accessing consumer credit facilities.

Land registration and property purchases.

Investment transactions.

Tax payments.

Pension services.

Anyone without a valid or properly linked NIN may be unable to access these services.

Faster Passport Renewals Through Database Integration

The new law also seeks to eliminate delays caused by discrepancies between government databases.

It requires NIMC to integrate its database with 14 major government institutions, including the Nigeria Immigration Service (NIS), the Ministry of Interior, the Central Bank of Nigeria (CBN), and security agencies.

This integration is expected to make passport renewals and identity verification easier for Nigerians living abroad.

Introduction of the General Multipurpose Card

The Act introduces the General Multipurpose Card (GMPC), which is designed to serve as a unified identity card for various government and commercial services.

The card is expected to simplify identity verification by reducing the need to carry multiple government-issued identity documents.

Stronger Data Privacy Protection

The NIMC Act 2026 places greater emphasis on protecting citizens’ personal information.

Under the law, no government agency, private organisation or third party can access an individual’s identity data without the person’s explicit consent.

The law also states that personal data can only be used for the purpose for which it was collected, while any unauthorised government access must receive proper judicial approval.

Tougher Penalties for Identity Fraud

The legislation introduces stricter punishments for identity-related offences.

Individuals found guilty of identity theft, impersonation or multiple registrations under different names now face a minimum prison sentence of five years.

Corporate organisations that illegally disclose, misuse or sell personal identity information may be fined up to ₦20 million.

Boost for Digital Services

The Act officially designates NIMC as Nigeria’s Root Certification Authority under the country’s National Public Key Infrastructure (PKI).

According to NIMC Director-General Abisoye Coker-Odusote, the law strengthens Nigeria’s digital identity framework and supports secure electronic transactions.

This means Nigerians abroad will eventually be able to securely sign official documents electronically, authenticate certificates and access digital government services without travelling to Nigeria for physical verification.

What Nigerians Abroad Should Do

To avoid future challenges, Nigerians living abroad are advised to:

Register for a NIN immediately if they have not already done so.

Ensure their passport details, BVN and NIN records are consistent.

Keep their NIN confidential and avoid sharing it with unauthorised agents.

Follow updates from Nigerian embassies and consulates on newly approved diaspora enrolment centres.

Conclusion

The NIMC Act 2026 marks one of the biggest reforms of Nigeria’s identity management system. It expands access to NIN registration for Nigerians abroad, strengthens digital identity services, improves data protection, and imposes tougher penalties for identity fraud.

For Nigerians in the diaspora, maintaining an active, secure and properly linked NIN is now essential for accessing passports, banking services, investments and other government services without unnecessary delays.
